Windows Vista is only a release candidate, so cygwin does not support it, therefore, running bash under cygwin on Vista is unsupported, and you are on your own. The bug is not in bash, however, but in the fact that the cygwin1.dll (which the cygwin version of bash depends on) has not yet been ported to that platform.
