Yes, but let me make this statement more explicit. It's why you can't use it 
via Bluetooth. It should work via USB.

The problem is that Google made a very deliberate design decision, some years 
ago, that it's a security risk for an app that isn't part of the base system to 
be able to see a device's HID descriptor. It's probably time to recheck this to 
see if it's still true.
