Summarising my observations with BOINC v7.8.0 and Windows 10 Creators Edition

I have seen two separate startup behaviours since completing those updates.
1) BOINC Manager starts normally (minimised) with icon in notification area. On
mouseover, the icon disappears. Checking with task manager, I see that the
client is running and managing science apps normally, but the Manager is not
running. (Re-)Starting the Manager, it opens normally and remains running.
2) BOINC Manager opens to Notices tab, launches 'attach to project' wizard but
with no projects available to attach. Cancelling the wizard populates both the
Event Log and the Task tab, and processing proceeds normally with the existing
projects.
I have not (yet) seen a full normal startup with the Manager starting minimised
and continuing running.
Notes:
There is an 'all_projects_list.xml' file in the data folder, dated 28 November
2016There is NO stderrgui.txt or stdoutgui.txt file in the data folder.

But before it's done, the Manager does an RPC to get the project list.
The RPC returns an empty list,
and the Manager brings up a Wizard with empty project list.
This is a bug in the Manager.
If it gets an empty project list it should try again in 10 sec or so.
It should never bring up an empty wizard.
(this may not have anything to do with the problem people are seeing).
