All my Macs are at latest version of OS 10.12.4. 

In Safari I turned on show entire URL address; Stopped Safari; Stopped BOINC; 
opened BOINC; noticed there were 2 notices to view; clicked on Notices; Safari 
started and tried to view “localhost”.  The following is a screen shot of 
Safari window.



I tried the same with Chrome and it tried to bring up a blank page.  See the 
screen shot below.


How would you like me to test this issue?
