There's a user in Seti's Windows 10 thread reporting something similar.
He's got a dual socket quad core Opteron (so eight total cores) machine and
Windows wants to use only two cores. He says Device Manager reports all
eight cores but Task Manager only two cores. I think Roger911 should check
those.

Both the other user and Roger911 use 32-bit Windows, maybe there's
something wrong in it.
