When running a SETI task client_state.xml and boinc_task_state.xml
appear to update as requested. boinc_task_state.xml updates roughly
twice per minute.

cosmology@home appears to update roughly every 75-90 minutes, ignores
setting via cosmology.org to change tasks (share with SETI). I augmented
my commandline with --update_prefs http://www.cosmologyathome.org/ to
force an update, and see that the server was contacted as a result (I
changed the visible username for verification that this happened).
Still updating stats files at the same 75-90 minute interval though.
Also looking at the files in the operating system folders (the
timestamps of the files in the folders) confirm this...they aren't being
touched very often.

I used precisely the same usage percentages for SETI and Cosmology, so
if one has resources, the other should as well.

Full boinc_client command line is:

/usr/bin/boinc_client --attach_project http://setiathome.berkeley.edu
long-key-redacted --attach_project http://www.cosmologyathome.org/
long-key-redacted --update_prefs http://www.cosmologyathome.org/
--gui_rpc_port 31417 --no_gpus --allow_remote_gui_rpc
--no_priority_change --dir /home/user/vworld1/boinc-nixtower1/&
--

Is this a normal Cosmology limit or bug?
