All recent versions of the BOINC installer are code signed by a registered 
Apple Developer with a Developer ID from Apple.  Which version is he trying to 
install?  

If he has his General Security & Privacy  settings (in System Preferences) to 
allow applications downloaded from identified developers (which I believe is 
the default setting) he should have no trouble installing current versions of 
BOINC and should not see that message.  If he does see that message with a 
current version, he may have a corrupted download.
