In the normal course it would only do so when work is issued and again  
at start up which is the reported problem.

Because it is.  If we only download the exe when needed, when it is  
rejected/quarantined then the task fails download and there is no  
repeat cycle until and unless another task needing that file is  
issued.  The system does not learn, sadly, and you can get into this  
cycle of download and reject until you turn off the sub-project so  
that the problem does not persist.  But, the system works fine now for  
the case you suggest is an issue.  It is a wasted download of both the  
exe and the task itself, but, your suggestion does nothing to solve  
this issue or make it so the BOINC Client and or the server will not  
repeat this bad behavior.

But only if and when a task is issued that needs that exe.  And the  
download will fail and the task will be marked as failed download and  
we are done.

I did. by the way, you can only present technical comments and  
arguments and not accuse me of not reading ... or, at least, that is  
the standard you would impose on me ... see the fairness?
