I'm not familiar with the history of not allowing preventDefault here (and
I think I've reached the limits of git hyperblame trying to dig for it), so
I'll let Mike or Emily correct me if I'm missing something, but looking at
the current implementation I don't think there's anything a site could
abuse from using preventDefault that they couldn't already do by triggering
the dialog by setting a return value.
