I do not know about other plugins, but I have scoured the uzbl website (and 
email archives) quite thoroughly and they appear to support flash. In fact the 
inference from emails and chat logs is that flash is very simple to set-up - 
which I find quite worrying considering the difficulty that I am facing.

Please do not be too distracted by the 'uzbl issue - I am aware that it is an 
unusual browser and any problems specific to uzbl can be address without 
bothering this list. I am more alarmed that I cannot even see the flash plugin 
on GtkLauncher which is webgtk's supplied test platform. This makes me think 
that something is more fundamentally broken.
