Ok - a wild guess: Try Kmenu > Control Center > Login Manager > (choose "Administrator Mode") On the "Shutdown" tab find "Allow Shutdown" see if it indicates "Local: Everybody". This is the way mine is and I can reboot and halt without logging out.
