I have also a patch for the book to use blocaled, but do not know what to do with it: - commit it: it should not hurt, I think - upload the patch to some place where it can be tried. - attach it to a mail I have been able to set up a French keyboard layout for gdm, and I have a "login screen" button in settings/locale submenu. I had a small issue I am not sure how to investigate: /var/lib/gdm/.local had been created with root owner, so that gdm (which runs as user gdm) was unable to open it. Not a big deal, since this directory is empty, except that it seemed to prevent it from displaying the French keyboard layout on screen... I had to manually change the owner to gdm, and all is fine now.
