When I tried to build sudo (1.8.29) for a new system, "make install" reported fail
because the file "/etc/sudoers" was missing.
So I had to create this file before I executed "make install".
I am not sure this problem is related this change or not:
https://www.sudo.ws/stable.html#1.8.29:
For make install, the sudoers file is no longer checked for syntax errors when
DESTDIR is set. The default sudoers file includes the contents of
/etc/sudoers.d which may not be readable as non-root. Bug #902.
I just did a test build in a pristine LFS build in chroot. It installed
fine for me. Are you using DESTDIR? If so, it may be that you need
/etc to be created in the target directory.
