There's a tangent to that that some time ago that Linus refused a patch regarding blk-io scheduling because of a lack of explanation text regarding the option itself so I'd be inclined to file a bug report on the kernel documentation itself if it isn't explanatory enough...but then again, this is my 2 grain of salt.
