I've reported this upstream:
https://github.com/junit-team/junit4/issues/1522. Upstream has flagged
it for next version. But I don't think they have worked out a fix yet.
There is also a ticket: http://wiki.linuxfromscratch.org/blfs/ticket/10777
The problem is: I'm not a java programmer. As explained in the ticket,
distros don't mind about junit not building with java 10, since they
always have earlier version of java around, or they use the jar
directly. So I could not find a fix, and I do not know what to do. I'd
suggest you go with the jar for now. But if you really need to build
junit, just downgrade to OpenJDK-9.0.4.
