Hello,
FYI, apache httpd 2.4.33 has been uploaded to mirrors and announced on their
dev mailing list.

You may see some of the doubts I have about updates to the website and
the files in the package archive in ticket #10533. If you can ask them
on their list (I'm not subscribed to it), that would be great!
I did ask about 2.4.33 and here's the answer:
Would it be possible to update the web site too
(http://httpd.apache.org/download.cgi#apache24)?
We only do so after allowing 24 hours for the mirrors to catch up
(so the files can be available from our proxy election logic) and we
have an Announcement just about ready to be launched.
Sorry for any holdup! Like 2.4.32, anything that is voted up and then
pushed to the mirrors is an official release that you can grab, even
if there are small snags that cause us some delay.
Thanks again. I'll update the ticket, wait 24 hours too, then update the
book.
Pierre
