My first reaction is to ask how is this used. It looks like a lot of
libraries and utilities, but what are the programs that use them?

As I said, it will be used by next generation Plasma 2 Workspaces, AKA
KDE 5. I just haven't yet added it. I just finished frameworks packages
tonight.
And a lot of work it is. A very quick look, but is there a way to group
these similar to what is done for Xorg libraries? It's an awful lot of
packages.
