I know some Linux distributions use GeoDNS service(s) to redirect a CNAME record dynamically to an approximate close mirror based on the users country-of-origin (based on IP-to-Country IP mappings). Such an CNAME-to-country "implementation" [if chosen] is probably best left to an external/3rd-party DNS provider (with a decent reputation).
