A few years ago I wrote a summary of software for supercomputing with a focus on near-future developments. The Dept. of Energy had a new round of funding for libraries and frameworks for supercomputers. The description of the projects sounded like they could be flexible and efficient w.r.t. computer architecture and the hardware implementation, and various tools could be integrated. In my limited experience I did not see this ideal universe arise.
