this was true a number of years ago.  now both intel and amd chips
have multiple clock domains on chip.  after all, a core going "turbo" 
doesn't somehow overclock the memory interface.

higher frequency memory controller * channels * width = bandwidth, yes. 
that's just definitional and everyone already knows it.
