In the old days, we used to have pairs of lists: one un-moderated
(world-writable), the other moderated (world readable). You subscribe to
either or both; the standards for off-topic witticisms would be easier
(depending on taste) at the former, but there'd be more spam. When an
interesting and informative post appears on the open list, someone who
subscribes to both forwards it to the moderated list. It's extra work to
get a persistent troll banned from the open list, and it's extra work to
get a new person permed for the moderated list, both require admin
attention.
