It's not that it has to be a secret, it's that vendors don't want the
public to know. Ideally they'd all appear in errata. In practice,
vendors tell some of the bugs only to M$ and BIOS vendors under
NDA. And then Linux people wonder why the device doesn't work very
well under Linux. Some devices don't have any public errata, some have
partial lists, for some you think the public list is complete, but...
