In general it could be Debian but we didn't do it for a long time and don't see much need for a Debian solution. If you do Debian then tomorrow somebody asks for Gentoo... Mandrake (does that still exist?)... Linux from Scratch... etc.
Scientific Linux is mostly used because it is RedHat based and you can get certified Hard- and Software. Also you have long update cycles and product stability.
