Then you can warn the users that you are collecting that information, that bypassing the system will degrade the performance for everybody, and that you may post that information. I seem to remember at PSC (I think, could be confusing it with somewhere else) some years ago, they used to send out a disk-hog list once a week on one of their systems. Worked wonders for me, first time I was on it ... :)
