Or if many programs need to see the value you can say
$ENV{CCASE_NO_FILE_HEADER} = "yes";
my @merge = qx(perl /home/m.belgaonkar/merge_latest.pl);
my @other = qx(perl /home/m.belgaonkar/other.pl);
