Here's how I'd do it:
HTML FORM:
<form action="script1.cgi">
...
script1.cgi:
#!/usr/bin/perl -w
use strict;
use CGI qw(:standard);
my $q = query_string();
qx(./script2.cgi '$q');
qx(./script3.cgi '$q');
With appropriate headers of corse for any output you wanted.
