File::Spec isn't designed to handle tildes and it's not a special
Perl operator. Tilde is Unix means 'home directory'. So the
example was trying to say '/home/user/perl_practice/myfile' by using
the '~/perl_practice/myfile' shortcut.
You'll need to expand the ~ on your own if you want it to be useful.
