Yes. ...Sort of.
=pod
$x = 1;
...
$y = 2;
=cut
The =pod and =cut are usually used for documentation but works for
commenting out chunks of code as well. Currently there are no other
mechanisms (unless you want to put it all in a if(0){} block :).
