If the 'seq' items just maintain insertion order, then:
use Tie::IxHash;
use feature 'say';
tie( my %pagetypes, 'Tie::IxHash') or die $!;
%pagetypes=( 'Delivery Note' => ..., Foo=>, Bar=>);
foreach my $pagetype (keys %pagetypes) { ... }
say $pagetypes{'Delivery Note'}{weight};
