That's not how it works. See "perldoc CGI", and you'll find that
%FORM is set up *only* if you especially ask for it. And that's only
for backward compatibility... you would be better to use the "param()" calls:
use CGI qw(param);
if (param('lab') eq 'pager') { ... }
