This is a tad more sinister than it appears.  In 
/etc/systemd/system/getty.target.wants/ are 3 files: [email protected], 
[email protected], and [email protected].  I have changed 
them all, and none have had any impact.  A 'systemctl cat 
[email protected]' shows the unchanged unit file 
/lib/systemd/system/[email protected].    Although I did desire to not alter 
the original systemd unit file in /lib, I may need to do that and see if it 
makes a difference.
