It looks like your network is blocking my file server "repos.rcn-ee.net"... The file is available.. http://repos.rcn-ee.net/debian/pool/main/l/linux-upstream/linux-headers-3.8.13-bone86_1buster_armhf.deb The file server is hosted on linode at their Dallas TX location..
