Which BBB? 2GB/4GB?

We stripped almost all the locales to save space.

https://github.com/beagleboard/image-builder/blob/master/scripts/chroot.sh#L214

so remove: /etc/dpkg/dpkg.cfg.d/01_nodoc

Then either re-install locales-all or the one you want.
