I would use a step
up<http://dx.com/p/25w-3-15v-to-0-5-30v-converter-auto-step-up-step-down-solar-power-supply-module-blue-151621>voltage
or step down with a 18650 battery.
those cheap battery don´t have discharge rate that could work. Look for
discharge rate higher than 5C.
9v cheap have 0,5C.
