We have gotten a few prior reports about this behavior (i.e. of
slow scroll gestures having no effect under macOS 10.12) and can
also reproduce it here, so we're logging a bug report with Apple
and will look for workarounds.
Meanwhile, I apologize for the inconvenience, and for those of
you who have a developer account and are seeing this problem, I
suggest you also file a report with Apple, or if you don't have
