Did you create an Alias pointing to your Webacula folder. Did you give access to the www-data group. You can read the following article about Installing Webacula on Ubuntu (http://www.java-tutorial.ch/ubuntu/webacula-installation-on-ubuntu). Ubuntu is based on Debian it is nearly the same.
