I've found in the past that, in some situations, offline will work
(and old FreeBSD documentation agrees with this):
mt -f /dev/TAPE rewind
mt -f /dev/TAPE offline
Or combine the 2 into a single command:
mt -f /dev/TAPE rewoffl
