I don't know if there is strace or something similar for windows, which would be one way to start debugging this issue, but a dump of the network activity during such a failing command might tell you something about the name resolution already. Wireshark is the right tool for this... Apart from that, you could try nslookup - unfortunately, I don't know how to get the windows nslookup to be more talkaktive.
