Well I'm convinced this is a bug. Using the FileSet you included
above with only one change:
FileSet {
Name = "oxygen-FileSet"
Ignore FileSet Changes = yes
Include {

IgnoreCase = yes

These test files are of course, 100% RSRC data (some select Mac OS X
system fonts to be precise).
I'll file a bug report later today. Thanks for your help
troubleshooting this!
