Your problem is not very clear.  Please start by furnishing the following:

1. What Bacula version(s) you are using.
2. What is the client machine?   OS/version
3. What is the server machine?  OS/version  (not really important)
4. What is the OS/version of the machine where you want to restore the files?
5. Give some *real* examples of "Cannot change permissions of ..."
