Have you tried submitting the mount command? Depending on your setup,
"Accept Any Volume" in the pool definition would be necessary, too.
Usually, you should also receive a mount request mail.
That should do the trick...

Device is BLOCKED waiting for appendable media.

Why is it waiting?
Is the volume that the job's waiting:
The next Volume to be used by Job "webtol1" will be WEBSERVER-MON-3
and the volume is freshly new ... I've just labeled it ......:
