Sorry, I can't be much help other than to say that I followed the instructions on the backuppc sourceforge page (as far as I can remember) and had no issues (with the installation). From my current testing, I would strongly suggest not to "migrate" a backuppc v3 to backuppc v4. Much better to start with a clean backuppc v4 machine, or at least remove (or rename) the /var/lib/backuppc/pc/<hostname> folders before doing the first v4 backup.
