Unless there is some reason to override the defaults in
/etc/ssh/ssh__config for the backuppc user only, I would simply remove the
/var/lib/backuppc/.ssh/config file. If you need to keep it:
chown backuppc /var/lib/backuppc/.ssh/config
chmod u+rw,g=,o= /var/lib/backuppc/.ssh/config
and make sure that the command that was complaining starts working.
