After upgrading to beta3, the backuppc daemon is failing to
start.  "/etc/init.d/backuppc start" doesn't generate any
console messages, but running "/etc/init.d/backuppc status"
immediately after the start reports "stopped".

I've discovered that the start attempt logs the following messages
to /var/log/BackupPC/LOG:

2006-12-24 23:02:19 Reading hosts file
2006-12-24 23:02:19 unix bind() failed: Permission denied

These messages come from /usr/bin/BackupPC, shortly after
/etc/BackupPC/hosts is read.  However my perl skills aren't strong
enough to immediately identify the corrective action. Assistance would
be appreciated :->

P.S.  The distro is Gentoo and the cpu is x86.
