The only thing I can suggest is to try Apache::Cookie directly (w/o AxKit, in a simple mod_perl handler) and then, since it should still not work, update your libapreq installation.
Yeah, that was my next step.
Another thing (maybe check this first): you can ask firefox to "allow only for session" cookies from some or all domains. It should not ask you in this instance, but you never know... try with a clean Firefox profile, or with another browser.
Actually, during testing, I was cleaning out my cookies and site exceptions list every time I tested just for my sanity.
