The axis directory should be placed in the $CATALINA_HOME/webapps directory of your tomcat install. How did you load Tomcat? From an RPM, or from a tar.gz file on the jakarta site? I had a bunch of weird problems with some of the Axis features when I loaded it the first time on my Red Hat 7.3 system. After much trouble, I realized it was the RPM distribution of Tomcat causing the troubles, not Axis. I reloaded Tomcat from a jakarta tar.gz file and Axis loaded and worked with no problems.
