I believe that I saw (at some point) that Jmeter
(http://jakarta.apache.org/jmeter) also could handle SOAP messages.

I don't know free tools for WebServices Testing, but LoadRunner from
Mercury Interaction supports SOAP. Or you can write your own test Tasks
for PureLoad from Minq Software. Don't know if QALoad from compuware is
of any help.
