In run dialog, classpath tab, click advanced button.
Select Add external folder and add the folder where log4j.properties is in
(folder should not contain unwanted classes)

Or

Make a jar out of log4j.properties file and add it as a jar.
jar cf log4jprops.jar log4j.properties
