I figured out the problem, so I'd like to post a response to my own question. I wrote a client to talk directly to the SEI of the webservice as a POJO and ran it through a debugger. I originally had thought that the WS was never getting called, but I wanted to confirm that the error was not coming from the server side. To my surprise, I discovered that the NFE was coming from inside the TestService, as opposed to from the client side, or within axis itself.
