axis2_http_transport_utils_is_doing_rest and
axis2_http_transport_utils_is_doing_rest_through_post is not used in our code.
There is no logic inside these methods and is not required for REST
implementations. Therefore, we can remove them. AXIS2C-935 resolves this issue.
